From the transactional route, the messages are sent irrespective of DND status. From the promotional routes, the messages cannot be triggered to DND numbers.

Apart from this, in case the recipient has explicitly blocked a category of messages by selecting his preference for DND, then these messages will not deliver and the delivery status of these messages will show as "PREFERENCE NOT MATCHED"
